　　时值1776年，美国独立战争刚刚开始，国会一片混乱。约翰·亚当斯作为激进的政治家是国会的活跃分子，他积极地提出取得殖民地独立，建立美利坚联合国，并获得同是国会议员的富兰克林和杰斐逊的支持。提议一经提出，就遭到了近一半的国会议员的反对，尤其是以特拉华为首的一些顽固的保守主义者坚持认为，美国作为英国的殖民地，在英国的庇护下是最好的选择。而此时，英军已攻占纽约，与对方作战的华盛顿将军从前线带来的如供给不足、士兵气势不佳等坏消息，更给了他们足够的理由，反对美国独立。                                    
     　亚当斯因其犀利的个性在国会被受争议，几经考虑，他决定让好友查德·李把议案正式提交给国会，并由富兰克林等人支持，希望能过得到讨论。但提议当天，查德·李德迟迟不来和其他国会议员的讽刺让亚当斯焦急万分，最后，他决定抱着最坏的打算自己提出议案。关键时刻，姗姗来迟的查德·李赶到，提出美国独立的议案。但同意和不同意各占一半让场面陷入了进退两难的境地，还好，酒醉出去的霍克金斯重新回到国会，处于微醺状态的他迷迷糊糊中投给了亚当斯一方一票，提议总算被正式提上了日程，予以讨论。                                    
     　美国独立的议案进展缓慢，又陷入了一半同意一半反对的局面。为了打破僵局，亚当斯深刻地觉得应该起草一份独立宣言。而这个重任就自然落到了文笔出色的杰斐逊的手中，但此时，杰斐逊急于回家见妻子，哪里有心思起草独立宣言，一个礼拜过去了，独立宣言连个影子都没有。焦急万分的亚当斯灵机一动，把远在故乡的杰斐逊的妻子接来，这样，一篇洋洋洒洒的独立宣言才由此诞生。要通过美国独立的议案，可谓困难重重，但即使有再大的阻碍，也决不放弃。亚当斯等人几经奔波，终于，通过了该法案。
